What was done to help the black underclass in the United States during the 1980s and 1990s?

Many programs were created to help as well as to call attention to the problems of impoverished African Americans.

Some organizations, such as the Urban League, started programs to help the black family remain intact. Others began programs to help youngsters stay in school; the NAACP’s Back in School/Stay in School program is one example.

Local churches, small organizations, and individuals who wanted to help did and still do what they can to educate and encourage those in the community who need it.
