The second Coldest Place on Earth ever recorded was Verkhoyansk, Russia, in February 7 1892, where it reached a chilly -90 ° Fahrenheit (-68 °C).

Eureka, Nunavut, Canada is the Coldest inhabited Place on Earth where the daily average temperature is -19.7 °C (-3.46 °F).

The greatest range of temperature
I'm from Sakha Republic, Russia, just where the town of Verkhoyansk is. I can tell you that Verkhoyansk is also known as having the greatest range of temperature from -68C (-90F) in the winter to +37C (+99F) in the summer. Almost +/-100F range.
My home place, Borogotsy, has even greater range from -66C (-87F) to +42C (+108F).
In December 1996 my home town was totally frozen due to one-hour power cut, when the temperature outside was -65C (-85F).
